The Resource Optimization Initiative (ROI) initially began in July 2018 as an outcome of the Affordability Task Force, championed by the Board of Trustees. Following the release of the final Huron report, President Baron established eleven workstreams to help drive evolution and plan a long-term overview for years to come. ROI will focus on the implementation of the workstream recommendations, allowing the University to use its financial, reputational, and operational capacity to rethink investment in students and reframe the conversation around affordability.

The Organizational Change Management (OCM) office was appointed to the project management (PM) team to provide change leadership and assist with implementing the workstream recommendations. The OCM office was also assigned to the PM team on the following ROI workstreams:
 

Financial Transparency
The workstream will focus on developing financial management reports that will provide greater transparency regarding Penn State's operating revenue and expenses. Reporting will incorporate the attribution of central resources to individual units such as SIMBA, the University's new financial system being implemented in July 2020. Also, the workstream will be implementing the recommendations from the Strategic Budget Task Force, to include modification of university budget processes and policies.

Procurement/Strategic Sourcing (Strategic Procurement Transformation project)
The focus of the Strategic Procurement Transformation project is to implement procurement solutions that apply proven supply chain management processes and operations across the University. Implementing these solutions will enable the University to achieve approximately $45 million in annual cost-savings and further leverage SIMBA, the University's new financial management tool.

World Campus
The World Campus Roadmap for Student Success Workstream was created to meet the growing demand for online education and improve the outcomes for Penn State students and the university by focusing on retention, conversion, program optimization, and organization optimization. This multi-pronged focus creates more efficient uses of University resources, increasing student success, and University revenue and savings.
